Core campaign pillars

A healthy, thriving Salmon Arm requires thoughtful leadership that balances community growth with fiscal responsibility and civic transparency.

1. Sustainable Growth

We can focus on expanding at a steady, manageable rate that our infrastructure can support over the long term without causing financial or environmental harm.  Salmon Arm is a wonderful place to live and invest, but development must never outpace our public services or strain municipal finances.

Marianne VanBuskirk will learn about, and advocate for, balanced development policies that protect our environment, maintain neighbourhood character, and deliver high-value municipal services for generations to come.  By working with existing environmental groups such as Shuswap Climate Action Society, Salmon Arm Bay Nature Enhancement Society, Shuswap Naturalist Club, and SD83's Environmental Advisory Working Group, we can collaborate together alongside Indigenous Rightsholders to be cautious that we mitigate environmental risks like wildfires, carbon emissions, and more.

With prudent financial spending, we can continue to grow while maintaining our lovely natural environment.

2. Open Dialogue

Open dialogue is the cornerstone of effective local governance, serving as the vital bridge that connects City Council with Citizens, Rightsholders, and the local business community.  By engaging in genuine conversations with each other, we can effectively address community-specific challenges and ensure that local policies align with the expectations of our community's members.  Marianne VanBuskirk's top priority is to sincerely listen to the citizens of Salmon Arm.  When questions arise, she will effectively find answers by doing the research and by engaging and enlisting the help of City Staff who can assist with the Operational side of things.

As a result, building public trust and transparency can be achieved through open dialogue.  City Council will be navigating contentious local issues, and the Citizens of Salmon Arm will then be more likely to support these tough decisions when they feel that the process is fair and inclusive.

Marianne's responsibility to engage in open dialogue with local businesses and entrepreneurs is directly tied to economic growth in Salmon Arm.  Regular exchanges such as business advisory councils, community open houses, digital feedback surveys, etc. will allow local businesses to voice concerns regarding economic development strategies, zoning laws, new investments, and more.  This collaborative partnership will ensure that we are aiming towards a resilient local economy, ultimately retaining local jobs and attracting new businesses and investments.

3. Common Sense - can it be the first step to assisting those who are experiencing homelessness?

Using simple common sense is the most important tool that Marianne VanBuskirk can use to ensure that City Council remains practical, fiscally responsible, and directly attuned to the everyday realities of Shuswap residents. While complex policies and provincial mandates are part of the job, a common-sense approach prevents Council from losing sight of the big picture. For a distinct community like Salmon Arm, Marianne knows that common sense means evaluating every policy not just on paper, but by how it impacts the daily lives, wallets, and livelihoods of the people who live here.

One of the most contentious issues that all communities are facing is trying to solve the homelessness crisis. Since homelessness is such a complex challenge driven by economic, systemic, and health factors, a common-sense approach can assist with a strategy that works.  Marianne VanBuskirk believes that the most logical and cost-effective way to reduce homelessness is to prevent people from losing their homes in the first place.  Every individual's story is unique, so we need to listen to these stories.  We can do that by making the effort to talk to individuals or groups who are in the midst of experiencing homelessness.  With this knowledge, we can focus on some strategies that could address situations such as transition planning (ensuring that folks who are leaving public institutions such as hospitals, foster care, or treatment centres are not just discharged onto streets.)  Another approach to preventing eviction in the first place is by providing short-term emergency financial assistance or grants to help families who are experiencing sudden job loss or medical emergencies.  For example, we can appeal to the Province for grants or financial assistance for those suffering from hardship due to tenant-landlord issues or family counselling needs before issues result in displacement.

By recognizing that a citizen's lack of shelter might be compounded by behavioural health issues, substance use, or severe trauma, we can assist by engaging social services to provide wrap-around supports to individuals.  Additionally, are we keeping an updated registry of homeless individuals in our community? Such a registry could help us with tracking the sorts of needs that folks require, or the specific barriers which they are facing.  This is a fundamental part of common-sense research resulting in good conversations about how to engage in problem-solving strategies to address social issues such as homelessness.

Marianne looks forward to hearing from others - citizens, community groups, healthcare centres, housing advocates, and those experiencing homelessness - certainly there are good ideas out there to help inform Council.

4. Responsible Governance

Responsible governance by the City of Salmon Arm Council begins with an unwavering commitment to public trust, ensuring that every decision made at City Hall directly serves the community's best interests. Maintaining transparent operations and open spending records is the most direct way to honour the financial contributions of local residents. Taxpayers have an absolute right to know exactly how their hard-earned dollars are allocated, whether it is for major capital works projects or everyday City operations. A responsible Council prioritizes easily accessible financial reporting and transparent budgeting processes, making it straightforward for citizens to track investments in core services like water infrastructure, road maintenance, and emergency services.

Marianne VanBuskirk's Pledge...

I pledge to champion absolute transparency and practical common sense in every decision made at City Hall, ensuring that your voice is truly represented on the Salmon Arm Council. I will work tirelessly to protect our unique small-town character while supporting smart, sustainable growth that keeps our community affordable and vibrant for families and local businesses. By demanding open spending records, streamlined local regulations, and clear, measurable goals for all projects, I will ensure that your tax dollars are treated with the highest level of respect. I promise to remain accessible, to listen first, and to always put the practical needs, accountability, and well-being of Salmon Arm residents ahead of politics.
